The Serve America Act is administered by the Corporation for National and Community Service, a Federal agency created in 1993.

The Corporation utilizes four million Americans each year, incl. 75,000 AmeriCorps members, 492,000 Senior Corp volunteers, 1.1 million "Learn & Serve" students and 2.2 million community volunteers mobilized and managed by the agency.
Sheriff & Police Depts. use the C.O.P.S. Program to keep tabs and/or harass certain of the Public. Spying as a pretense for Fighting Crime. Putting people in dog's suits, literally. It fits.

Including man-made ones, like a Forced Health Care backlash, Door-to-Door searches, Quarantines [Because of engineered viruses], Road Blocks w/TSA Pat-downs and Unlawful Seizures--Things like that.
Exactly like that.
